Angela Rapp Kennedy

Angela Rapp Kennedy is the Vice President of Systems Transformation for CQL | The Council on Quality and Leadership. In this role, Angela will oversee special projects, state contracts, quality assurance and improvement efforts, business and professional development activities for the organization, as well as direct and manage training offerings and ongoing education.
Prior to joining CQL in June 2017, Angela has worked for 30 years in diverse and demanding roles involving services and supports for people with developmental disabilities. Her work includes crafting and implementing HCBS waiver systems in three states, creating and implementing quality assurance systems, conducting certification evaluations of residential programs, developing and managing budgets at the program and state level, and managing a statewide training system. Angela has provided direct supports in infant toddler, employment and residential services, as well as managed regional and statewide programs.
Her work with The National Association of State Directors of Developmental Disabilities Services (NASDDDS) and the American Association on Intellectual and Developmental Disabilities (AAIDD), provided her an opportunity to work with states across the country to analyze their systems and assist them in their pursuit of quality services and outcomes.
Angela holds a Bachelor’s Degree in Special Education from the University of Idaho.
