Wanda Seiler is a Senior Consultant with The Rushmore Group, LLC, in Pierre, South Dakota and a veteran of state government, with 20 plus years of experience in human and social service program administration. Wanda served as the Assistant Director of the South Dakota Division of Mental Health for four years and as the Director of the Division of Developmental Disabilities for eight years. During her tenure as DD Director, all South Dakota waiver providers were accredited by CQL, and the Division relied upon CQL’s Personal Outcome Measures® to benchmark system performance and measure improvement.
Wanda has led state initiatives to refine cost based statistically valid reimbursement systems and create infrastructure to support participant-directed services. She has assisted states in review and enhancement of home and community based waiver quality assurance and improvement strategies and designed software that facilitates the systemic gathering of data to benchmark and report performance. Wanda and her husband, Randy, live in Fort Pierre, South Dakota. They have four children.
